Proposed new IAA Regulations for PPG & PPC

Hi Pilots,

Jason Killian and I were called in to the IAA this afternoon for their formal consultation with IHPA on IAA's proposed new regulations for PPGs and PPCs. We met Kevin Swords, John Steel, Paul Walsh and John Snow as well as a quick side-meeting with Jim Corbett.

Basically it's good news with a proposed new licensing system that will incorporate PPCs with PPGs. IAA will not issue a syllabus but they will evaluate syllabi (such as IHPA's) under their AMC (Acceptable Means of Compliance) to ensure that they are compliant. The minimum time to complete the syllabus will be 10 hours (single-seaters) or 15 hours (2-seaters). IHPA will be making a detailed submission to IAA on these and other ancillary issues such as Class 2 medicals, etc. Kevin (and Jim Corbett) also confirmed that aircraft less than 115kg will not require IAA airworthiness certification.

For me the most fascinating aspect was that Kevin told us that, in this initiative, he was responding to my suggestion made to him in the Q&A session at the NMAI Information & Safety Seminar in Tullamore on 16-Mar. At that meeting I referred Kevin to the example of SSDR in the UK and suggested that PPGs in Ireland should be lightly regulated and that paratrikes should be classified alongside PPGs (rather than as microlights). Kevin's proposals go one step further with the inclusion of all PPCs and not just paratrikes. NMAI have already been in detailed discussions with IAA on PPCs.

NMAI had their consultation with the IAA this morning and the Midlands guys were in before us. In all of this IHPA and NMAI are co-operating very closely and we in IHPA are very grateful for NMAI's extensive advice and support.

Jason and I welcome these new proposed regulations and, as requested, we will make detailed submissions and maintain close contact with the IAA going forward. We clarified with IAA that there are no confidentiality issues and that we are free to publicise these latest developments.
